Cairo is a city of apartment buildings. Some are in great shape, some are abandoned, and most are under construction.

With bank loans nearly impossible to get, most construction in the city is on a pay-as-you-go basis; many buildings are unfinished with hope that construction can continue at a later date. And in the crowded city construction can only continue in one direction—up! So buildings with a yet to be determined top floor, and therefore no permanent roof, are common.

Cairo doesn't have the most sophisticated trash collection services, so much accumulates wherever there's space. Sheets of plywood or tin make a temporary roof, and any old junk (trash) weighs it down quite effectively.

Notice the minarets in the distance randomly spaced among the apartment buildings. They're part of mosques, and most have outdoor loudspeakers that send the 'call to prayer' five times a day.
